Why do people care less to something that's not their own? Something that's not in their possession? Something strange, something unfamiliar to them? Most of the time, it's because they don't have a sense of belonging. No attachment whatsoever. A sense that makes you have some kind of a bond. If it's not theirs, why would they care in the first place? Why would YOU want to take care of something that you've never seen before? Just imagine that. Except, of course, you have a long history (or short) with the thing and your mind is telling you not to ignore if something ever goes wrong. Now you can stop your wondering on why do public facilities look or feel terrible most of the time. At least in my country/city. Mostly, but not all. Poor soul.
Now, if somebody were to be treating someone else's car or trash bin "unintentionally" like how the owner wanted, the owner would go rage mode. Berserk. People would cut ties even among families just because they care about the thing; it's theirs rightfully. They put effort to take care of the thing; be it money to buy them, energy to carry them around, or the time it took to finally get their hands to that thing since, you know, not everyone has the money or the resources to get something instantly any second they want it.
So, the next time you want people or the public to obey the law by following the rules and not breaking or vandalizing public properties, humbly remind them that, the money that were used to build all these street lamps, which shows them the way to their home, were their money in the first place. It was theirs. Surprise surprise! When did they take their money perhaps they may ask. It's from the taxes they paid regularly to the government. Well, you don't really need to explain that since it's a common sense that most people are aware of. That's assuming they are already doing their duty to pay the taxes. In case they might be wondering what to do or how to behave the next time they are around the facilities, maybe just stay out of it completely if they couldn't hold it and don't ever bother doing the same thing again in the future. It's hard, I know. Following our intrusive thoughts is always pleasing to our minds and hearts. Take it real slow and reward yourself after completing it!
All in all, if someone doesn't have anything with something and not a thing really to a point where they have a bond between them and the thing, they won't bother thinking about it and will easily slip that away from their thoughts; leading to ignorance behavior. Hence, the lack of caring for their surroundings. But, well, I myself don't ever think about something that's not on my list when I have a lot to think about. That's another reason on why people can show their compassion to others; because, sometimes, they simply have the freedom of time to be spent on other things they have already done. What a life to be lived by!
